Somehow, the tags are not the magic formula for obtaining highest keyword rankings in any search engine. Things you need to set up
  1. Incorporate primary keywords

  3. Only use dynamic URL with MOD_re-write engine

301 Redirects Vs. Old Domain

An inexperienced developer will not help your website rankings in any aspect. I raised my concern in an SEO online community on one of the sites I worked on for a couple of months, and one thing that I noticed is that the primary domain apparently redirected to the main site subfolder.
